The Great Council implemented an online hotfix on September 13th 2019 at 08:30 (GT).
This hotfix mainly includes:
1.Fixed an issue where criminal markers would sometimes be displayed abnormally after initiating a PvP attack in certain zones;
2.Fixed an issue where using a weapon attack without having locked onto a target would sometimes result in your weapon failing to respond on your first tap.
After this small update is completed, you'll be able to log into again and play as normal.
